If the barking is not incidental, but regular and a nuisance, talk with the administrator if in a community. They should discuss this with the owner. If the matter is not solved in this way and the owner of the dog does not respond, you can report (denounce) the owner to the town hall, local police or Guardia Civil.
When in the campo it’s often not possible to pinpoint a specific barking dog, as when one starts, many will follow, so a denuncia in those cases not an option.
