Update 23.5.2020 with extension for both the internal border controls as restricted (air)ports.
Through another Ministerial Order, published today, the 15th of May, the airports where commercial passenger flights and the ports where passengers may disembark, have been restricted as well, to limit possible contagions from outside Spain, possibly putting the favourable development of the de-escalation plan at risk.
The following airports and ports will be available during the period 00.00 hrs 16.5.2020 till 24.00 hours 23.5.2020. Extended for the duration of the State of Alarm.
a) Airports «Josep Tarradellas Barcelona-El Prat», «Gran Canaria», «Adolfo Suarez Madrid-Barajas», «Málaga-Costa del Sol» y «Palma de Mallorca». Added by Ministeral Order on the 17th of May, valid as of the 18th: «Sevilla», «Menorca»,«Ibiza», «Lanzarote-César Manrique», «Fuerteventura», «Tenerife Sur», «Alicante-Elche»
and «Valencia» Added by Order on the 5th of June: «Seve Ballesteros-Santander» and «Bilbao»
b) Ports of Barcelona, Bilbao, Las Palmas de Gran Canaria, Málaga, Palma de Mallorca, Tenerife, Valencia y Vigo. Santander and Alicante, Motril, Algeciras, Tarifa.
The Ministry of Health will adopt the necessary sanitary control measures to prevent them from posing a risk to the population of our country. Note from CAB: passengers have their temperature taken.
Exemptions for non-commercial, exclusive cargo flights/shipments or for positional, humanitarian, medical or
emergency reasons.
Restrictions on entry into the national territory at internal borders at ports and airports (for flights and ships originating from Schengen countries) will be established starting next Friday, May 15. Extended till the end of the State of Alarm or any of its extensions.
These restrictions are in addition to those already adopted at land borders with France and Portugal and restrictions on the entry of travellers through external borders (originating from countries outside the Schengen area) at ports and airports. See this article from our website.
By virtue of the order that has been published in the Official State Gazette, from 00:00 on May 15, only the following will be able to access national territory through internal borders at ports and airports as well as land borders:
– Spanish citizens.
– Residents in Spain, having to prove their habitual residence.(CAB note*). The wording used (habitual resident) could leave this open to interpretation as habitual residence is not the same as legal residence. CAB suggests caution and that you consider only travelling with a registration (residency) certificate.
– Residents in other Member States or Schengen Associated States who are on their way to their place of residence
– Cross-border workers.
– Professional healthcare workers or carers for the elderly who go to carry out their work activity.
– Those that accredit causes of force majeure or a situation of need with relevant documentation.
– Foreign personnel accredited as a member of diplomatic missions and people who move to Spain for “exclusively work-related reasons, including seasonal workers, provided that they are accredited with relevant documentation”.
– Those who by air or sea reach the Spanish territory for any other exclusively labour related reason, in addition to those indicated above, provided that they can provide documentary accreditation.
To avoid resorting to the administrative procedure of refusal of entry, the Spanish authorities will collaborate with passenger transport operators and with the authorities of the other Member States and Schengen Associated States in order to prevent travel.
Likewise, in order to ensure the continuity of economic activity and to preserve the supply chain, these measures will not be applicable “to the transport of goods, including the crews of ships, in order to ensure the provision of transport services. maritime and fishing activities, and the aeronautical personnel necessary to carry out commercial air transport activities. ”
This measure will come into effect at 00:00 on May 15 and will be in force until 24:00 on May 23, without prejudice to possible extensions. New order published in the State Gazette on the 23rd of May: extended for as long as the State of Alarm or any of its extensions lasts.
Health protection
The priority objective of this measure is to strengthen the containment of the expansion of COVID-19. The order indicates that the progressive lifting of the confinement measures in force “could lead to people residing abroad deciding to travel to our country.”
“Taking into account that, during the de-escalation process, the restriction of interprovincial movements is applied to residents in Spain, it is considered convenient to also limit access to such demarcations from other Member States by air and sea,” states the resolution, before adding that “the mere fact of owning a home does not prove residence in Spain”.
This measure is adopted under article 25 of the Schengen Borders Code.
The reestablishment of controls at Spain’s internal borders with France and Portugal came into force on March 17, while the restriction of passenger access across Spain’s external borders at ports and airports began on 23 March.
Note: recreational use of boats, valid till the end of the State of Alarm.
1. The restriction of entry into Spanish ports of cruise-ships from any port will be maintained.
2. The entry into any Spanish port of ships or foreign pleasure boats that do not have their port of stay in
Spain will not be permitted. Ships and vessels that only have a professional crew on board are exempt.
3. The Ministry of Health may exceptionally lift the restrictions provided in this article, which must be authorized. In any case, take all necessary sanitary control measures to prevent pose a risk to the population of our country.
