You would need to apply for a Certificate of Entitlement from the Trafico Jefatura that issued your Spanish Licence. In Spanish it´s called a ´certicado de legalidad or autenticidad´ and you can apply either by phone or by a representative. You need to bring denuncia from the polica re the loss/theft.
Cost in April 2015 8 euros 30 ct.
Same goes if you have moved abroad to live and your Spanish licence is about to expire, but then the authorities in your new country of residence will probably do the enquiries themselves.
