So until midnight on Saturday the 20th of June. As of Sunday the 21st any and all conditions and restrictions that were valid during the State of Alarm, will cease to be so. The same is the case when a province, island or territorial unit has passed through the final Phase 3 of the de-escalation plan successfully.
Mobility
In the framework of the decisions made on the progression of the de-escalation measures, people may move through the territory of the province, island or territorial unit that is determined for the purposes of the process of
de-escalation, without prejudice to the exceptions that justify the displacement to another part of the national territory for health, labour, professional or business, return to the place of family residence, assistance and care of elderly, dependants or people with disabilities, cause of force majeure or situation of necessity or any other of a similar nature. In any case, in any displacement the instructions issued by the health authorities must be respected.
As announced before, but now confirmed in the Royal Decree that confirms the 6th extension of the State of Alarm, the Presidents of the Autonomous Regions will decide how they will progress with the de-escalation measures in Phase 3, towards a New Normality. With the exception of the restrictions of movement when they exceed the limits of their autonomous territory, as that remains in the hands of the Central Government.
Measures with regards to flexibilisation of the restrictions and the option to enable presential non-university education and formation as of Phase 2 have been mentioned specifically as being part of the Autonomous Government’s responsibility, with the side-note that on-line education will continue to be allowed, even where this was not the designated teaching method before the COVID crisis.
During the health emergency caused by COVID-19, and for its effects, those municipalities that constitute enclaves will receive the proper treatment of the province that surrounds them, without it being an obstacle that it belongs to another autonomous community.
