With regards to point 3 in the Step by Step document, please note that the S1 is recognised and accepted as proof of healthcare at your residency application as is. Once you have your residency documentation, you take this, your passport and a recent padrón certificate to the INSS to register the S1 with them. You will receive an accreditation certificate in return (or later, by mail) that you need to take to your local health centre to register with a GP and to get health cards.
