Can Children Be Refused Free Healthcare if Not in Possession of Health Card?

REPEALED.

No, all children under 18 years have the right to the same medical care as any Spanish citizen, even if they cannot provide the necessary paperwork this would ordinarily entail. This means the healthcare should be free, as it is for all Spanish minors.

Quote from the website of the Ministry of Health:

¨Todas las personas tienen garantizada asistencia sanitaria básica aunque no cumplan los requisitos legales para obtener la tarjeta.

All persons are guaranteed basic health care even when they do not meet the legal requirements to obtain the card.

También esta plenamente garantizada la asistencia en el embarazo, parto y postparto.

Healthcare is guaranteed for pregnant women including the birth and post natal care.

En todo caso, se atenderán todas las urgencias por enfermedad u accidente.¨

Accidents and serous illnesses and accidents are also attended with no charge.

This is what the website of the Seguridad Social has to say about right to healthcare for foreigners that are not registered as residents in Spain:

¨Extranjeros no registrados ni autorizados como residentes en España.

Foreigners without authorised or registered residency in Spain.

Los extranjeros no registrados ni autorizados como residentes en España, recibirán asistencia sanitaria en las siguientes modalidades:

Foreigners without registered or authorised residence in Spain, will receive healthcare assistance in the following cases:

Asistencia sanitaria de urgencia por enfermedad grave o accidente, cualquiera que sea su causa, hasta la situación de alta médica.

Emergency healthcare for serious illnesses or accidents whatever the cause until they are given a medical release.
