In the context of the state of alarm, and taking into account its objectives, among which is to contain the progression of the disease, the relevant Royal Decree provides for limiting the free movement of people, allowing it only for the realization of a series of activities that in any case must be carried out individually, unless accompanying people with disability, minor, elderly, or for other justified cause.
Among the activities allowed in the mentioned article is not found expressly the displacement of people whose purpose is to provide food, rescue and provide veterinary care for domestic animals living in urban public spaces, when this activity is not carried out within the framework of employment, professional or business.
However, to prevent a negative impact on the public health, when that activity was developed on a voluntary basis by those entities duly accredited for this purpose by local administrations, they may continue developing this activity, as it is understood that in this case the voluntary nature of the provision is analogous to a situation of work, professional or business nature. These displacements must be carried out individually, and carrying the corresponding accrediting documentation.
