SPANIARDS: They can enter national territory by air and land.
FAMILY MEMBERS OF SPANIARDS WITH NO TIE IN FORCE: They must not travel to Spain as they will be denied entry. Only in absolutely exceptional and justified cases (within the assumptions foreseen in the Ministerial Order) will it be possible to authorise their entry, following the instruction of a border entry authorisation document. The citizen will be held at the border while the permission is being processed.
EU CITIZENS AND THEIR FAMILY MEMBERS: They can enter as long as they are residents of Spain or are going to their place of residence within the EU. For this they must present the ORIGINAL residence certificate issued by the Foreigners Office of their place of residence in Spain (the Spanish border authorities will NOT accept other means of proof: municipal register, registration of registration in their Consulate or Embassy in Spain, deeds of home ownership, etc.). Third-country nationals must have a valid residence card. Connectivity with their respective countries of residence must necessarily be ensured, so that they are not blocked in Spain.
A CAB suggestion (due to information published in the State bulletin on April 20). EU Family members of legal residents (includes UK Nationals) without legal residency and feel they have a justified reason to enter, should seek advice both from the Spanish and their own consulates.
UNITED KINGDOM NATIONALS AND FAMILY MEMBERS: Subject to Union Law the transitional period, (same rights as EU citizens).
THIRD-COUNTRY NATIONALS RESIDENT IN SPAIN: They can enter as long as they have a valid Foreign Identity Card (TIE) or an authorisation to return
THIRD-COUNTRY NATIONALS IN TRANSIT: They can transit through airports as long as they travel on commercial flights that they have the flight connections
THIRD STATE NATIONALS WITH A NATIONAL VISA: Entry into Spain will only be allowed provided they have a valid national visa
Entry restrictions shall not be applicable to those who arrive by air or sea via Spanish airways for any other exclusively labour-related, provided that there is documentary proof.

Safe Conduct (conduit):
The safe-conduct is a travel document that serves exclusively to return to Spain, so it cannot be used to make a trip to a third country. It is a valid document, however, to carry out the airport transits that you require until you return to Spain. If you do not reside in Spain and whenever circumstances justify it, you can request the issuance of an emergency passport.
