Children start at ´Infantil´ in September of the year they reach the age of 3. Some kids with birthdays from September onwards will start when not 3 yet, others, with birthdays early in the year, will turn 4 during the schoolyear.
School is not obligatory for children under 6 years old, when they start ´Primaria´ but practically all children attend Infantil before that.
First applications for a place at a school are done in March, for following years the paperwork must be filed in the first week of June (Andalucia).
