The situation of vulnerability of thousands of people is aggravated by not having a bank account and being exposed to financial exclusion.
Among the direct consequences of this situation are difficulties in contracting basic services (water, electricity, gas…), accessing a home or requesting benefits such as the Minimum Vital Income.

Is there a solution?

Banking entities in Spain have the obligation to offer a basic account, totally free, to those people who are in a situation of vulnerability or are at risk of financial exclusion.
These accounts are free of commissions and do not oblige the
hiring any extra product. Both opening and closing are free, as is depositing and withdrawing cash. In addition, they allow operations to be carried out using a debit or prepaid card, with a limit of 120 annual movements.

REQUIREMENTS
Applicants must be in at least one of the following situations:

Reside legally in the EU, even if you do not have a fixed address.
Be an asylum seeker.
Not having a residence permit and being in an exceptional situation that prevents expulsion from the country (pregnant women, for example).In addition to not owning a second home, the situation of economic vulnerability is certified with the following income indicators:

THE FOLLOWING DOCUMENTATION MUST BE PRESENTED TO THE BANK:
CARD
OF IDENTITY
People with Spanish nationality: DNI
People with foreign nationality (one of the following options):
Residence card Red card
Foreigner Identity Card (TIE) or from the country of origin
Passport
It is necessary to present any of the following documents and, in the case of families, the family book:
Income certificate of the last tax year
Certificate of benefit or unemployment subsidy
Certificate accrediting social wages or social assistance aid
Certificate of benefits for cessation of activity
last three payslips
Alternatively, if you do not have any of these documents, you can submit:
Report issued by social services
of the town hall in which the registration was carried out and that guarantees the suitability to open the account.

CAN THE FREE ACCOUNT BE REQUESTED AT ANY BANK?
Yes. Every bank is required to offer a free account.
IS IT GRANTED AT THE SAME TIME IT IS REQUESTED?
The bank has a maximum period of 30 days from when the documentation is provided to resolve the request. Said communication will be made in writing and free of charge. If no reply is received within this period, it is understood that the applicant has been granted free account.
CAN THE BANK INSTITUTION REJECT THE REQUEST?
The entity can reject the opening of the account in two cases: if the required information is not provided or if you are already the holder of an account in Spain that provides payment services.
WHAT SHOULD BE DONE IF THEY DECLINED IT?

WHAT IF THE APPLICANT CANNOT PROVE HIS SITUATION?
When it is not possible to obtain any of the documents proving the situation of vulnerability, the municipal social services can issue a certificate of suitability that replaces them.
WHAT HAPPENS IF, EVEN HAVING THE ACCOUNT, THE SOCIAL ASSISTANCE IS NOT CHARGED?
A free account gives the right to deposit funds, so, in the event that once the account is opened, the payment of social assistance cannot be domiciled in it, the entity must be asked to solve the problem.

FOR HOW LONG CAN I HAVE A FREE ACCOUNT?
The account will be free for a maximum initial period of two years from the date of recognition. This period can be reduced if the entity can prove that there is no longer any risk of financial exclusion. If the same causes of economic vulnerability continue to exist, the free account will be extended for successive periods of two years.
CAN THEY CHARGE FOR IT AT ANY TIME?
The opening, use and closure of the account will be free, as well as the deposit and withdrawal of cash. Transactions made with a debit or prepaid card will also be free, including online payments in the European Union (EU). A limit of 120 annual payment operations in euros within the EU is established.
IF YOUR FINANCIAL CIRCUMSTANCES CHANGE, SHOULD YOU NOTIFY THE BANK?
It is not necessary, since the account is free for an initial period of two years. However, if the entity can prove that the user no longer meets the vulnerability requirements, it can terminate the free account.
CAN THE BANK BLOCK THE ACCOUNT AT ANY TIME?
The entity can do so when the user:
– You are using it for illegal purposes.
– Have not carried out operations in more than 24 consecutive months.
– Discover that the information provided by the user is incorrect.
– You no longer legally reside in the EU, unless for some legal or factual reason it cannot be
expelled.
– Has opened another account in Spain.
– Has not provided the information required by the entity to apply diligence measures
due.
Yes. Among the services associated with the free accounts is the possibility of carrying out payment operations by using a credit or prepaid card without paying additional commissions.
CAN OPERATIONS BE CARRIED OUT IN OTHER CURRENCIES FOR FREE?
No. The services linked to the free accounts must be carried out in euros.
DOES IT REQUIRE YOU TO CONTRACT ANY OTHER BANKING PRODUCT?
No. The bank cannot force you to purchase other banking products by opening a basic account.
