UK Nationals and Other Countries with Agreement to Vote in the Municipal Elections of May 2023 Register

Nationals of countries with Agreements for municipal elections

The electoral census of foreign nationals from countries with Agreements for municipal elections is formed on the occasion of each election.

In the municipal elections on May 28, 2023, citizens of Bolivia, Cape Verde, Chile, Colombia, Korea, Ecuador, Iceland, Norway, New Zealand, Paraguay, Peru, the United Kingdom and Trinidad and Tobago will be able to vote.

To appear on the electoral lists, an essential requirement to be able to vote, it is necessary to expressly request registration in the electoral roll for the municipal elections of May 28, 2023. Therefore, those who registered for the 2019 municipal elections and want to return to participate in the next ones in 2023, they must register again.

Conditions for registration

The conditions that applicants must meet to be eligible for registration are:

Be over eighteen years of age on the day of the vote and not be deprived of the right to active suffrage.
Be registered in the Municipal Register of Inhabitants.
Be in possession of the authorisation of residence in Spain.
Have legally resided in Spain for the time required in the corresponding Agreement (three years on the day of the vote for Norwegian nationals, three years at the time of the application for United Kingdom nationals and five years at the time of the application for the rest of the countries).

Application Procedures
Applications for registration can be made by postal mail, internet or in person at the Town Hall.

By postal mail

To facilitate the registration application, in the last days of November 2022, the Electoral Census Office (OCE) will send a communication to foreigners residing in Spain who meet the conditions established in the previous section, with their data. pre-printed personal and residence documents, obtained from the information of the Central Registry of Foreigners and the municipal Registers. This communication will include a telematic processing key (CTT).

In the event that the Electoral Census Office has been able to verify compliance with the requirements, except for the validity of the residence permit, it will send the interested parties a communication without CTT on the same dates.

In both cases, interested parties may send the response directly to the Provincial Delegation of the OCE, following the instructions contained in the communication, without the need for postage.

By Internet

To make the application for registration online, interested parties must access the procedure “Declaration of the intention to exercise in Spain the right to active suffrage in municipal elections by voters of the CERE (Census of Foreigners Resident in Spain) nationals of countries with Agreements that recognise the right to vote in the municipal elections of May 28, 2023” of the Electronic Headquarters of the National Institute of Statistics (INE), https://sede.ine.gob.es, prove your identity through the Cl system @ve and mark the registration request option. Those who do not have a Cl@ve and have received the communication with the CTT may make the request by accessing the system with their NIE and the CTT (Consultation of the telematic processing code).

At the Town Hall of residence

Interested parties who consider that they meet the conditions of the Agreement may present the application in person at the City Hall, identifying themselves with their Foreigner Identity Card, attaching a photocopy of it. Nationals of the United Kingdom, if they have registered in the Municipal Register before 1.1.2021, Norway or Iceland may prove their identity, in addition to the foreigner’s identity card, with the national identity document or passport of their country of origin.

The time of legal residence in Spain can be justified with the long-term resident foreigner identity card, if available. The Electoral Census Office will verify, accessing the data of the General Directorate of the Police, compliance with the requirement of the legal residence time established in the corresponding Agreement. If the citizen has a certificate of registration in the Foreigners Registry that shows the time of residence, they can also attach it together with the application.

Deadline for application

The established deadline for submitting applications is from December 1, 2022 to January 15, 2023.

Requests made after the deadline, including those that could be made by claiming the registration data in the electoral roll, will be rejected for failing to comply with this requirement.
