As of today, the first of September 2016, all through the EU, halogen lamps will only be for sale if a shop still has stock available. Stocks will not be replenished and sales of halogen lamps will gradually come to a stop.
This, like the prohibition on sales of ordinary light bulbs, to promote the sales of less energy consuming and more durable LED lamps, in spite of their fabrication being considered highly damaging to the environment, due to the amount of materials used. Another alternative are fluorescent bulbs, but they take a while to get to full strength, once switched on.
Halogen bulbs will be for sale all through 2016 and 2017 and only banned as of 2018.
