This was the headline (free translation) of a recent BOE publication that landed in my mailbox and piqued my curiosity.
In what way, I wondered, would the Republic of Colombia be able to assist the European Union in situation of crisis. Deliver free shipments of their most well-known national product to help ease the financial pain of those who are living on the edge of poverty as a result of the financial and economic crisis?
But no, nothing of the kind, of course.
It outlines the conditions under which Colombia would participate in EU Operations of Crisis Management, both parties in the Agreement recognising the importance of World Peace and the capacities of the Colombian Security Forces that could be employed in situations of crisis in Europe, if the need would arise in the future.
No obligation from either side to invite to participate, or to accept the invitation. The need to do so will be determined for each crisis individually.
The agreement outlines financial contributions, the status of the personnel involved, who is in charge of whom etc. and is not limited to military operations, civil operations are included as well.
Ah, and both parties agree not to sue one another for damages or loss, both material and in personnel, after the event, unless as a result of severe negligence.
Apparently, these kinds of agreements are quite common, with countries from outside the EU, but it is the first I have come across since I have been keeping an eye on the BOE publications for CAB members and thought you might like to be informed of their existence.
