I have spoken to a lovely Movistar staff member from Sevilla who was most helpful.
Question I posed to her.. ‘The conditions provided by Movistar to contract the service of a landline or mobile, does not mention residency status as a criteria, so therefore why do many of the Movistar shops insist on residency status’?
The staff member consulted and came back with this answer:
As per the conditions, there is no requisite for residency status to contract either a mobile phone or landline. In the past there was a recommendation to staff for reasons of what we call prevention to ask for their residency status. This is no longer the case.
They could not recommend what one could do if denied the service but I can.
If denied the service by a shop you can either contract the service by calling 1004 where you will be asked for a NIE number and the usual bank information.
You can also print out the written conditions from Movistar and take this to a shop who refuses to provide the service. The first link if for mobiles and though the similar conditions for landlines, there are too many pdf’s as there are so many different types of contracts due to choice of tariffs. it is normally the mobile contracts that cause the problems.
