CTT Telematic Password to Register to Vote in Local Elections 2019

Used to facilitate registering to vote for the upcoming municipal elections. From the website of the National Statistics Institute (INE):

¨Those persons resident in Spain who, without having acquired Spanish nationality, are citizens of countries with which Spain has signed agreements recognising the right to vote in the municipal elections and who fulfil the conditions established therein, may apply for registration in the electoral census for the municipal elections of 26 May 2019.

In order to facilitate the application for registration, in the last days of November or early December 2019 the Electoral Census Office (ECO) will send a communication to foreign residents in Spain who meet the conditions established in the previous section, with their personal and residence data pre-printed, obtained from the information of the Central Register of Foreigners and the Municipal Registers. This communication will include a telematic process password (CTT).

In the event that the Electoral Census Office has been able to verify compliance with the requirements demanded except the validity of the residence permit, it will send those interested on the same dates a communication without CTT.¨

¨Configuration of the electoral census of foreign nationals resident in Spain (CRF) for the municipal elections and the European Parliament elections of 26th May 2019

On 26th May 2019, municipal and European Parliament elections will be carried out. In said elections will be able to vote:

Citizens of countries of the European Union (EU)

Citizens of the EU, non-Spaniards, resident in Spain will be able to vote in the municipal elections and in the European Parliament elections of 26 May 2019 if they have been previously registered in the electoral census and are of legal age on polling day.

In order to be registered in the electoral census, it is required to be previously registered in the Municipal Register and to have expressed the intention to exercise the right to vote in Spain.

Although the United Kingdom has expressed its intention to leave the European Union on 30 March 2019, according to the agreement of the Central Electoral Commission of 3 October 2018, citizens of the United Kingdom resident in Spain should not be excluded from the formation of the electoral roll for municipal and European Parliament elections, advising those concerned that it is a precautionary measure that will cease to have effect if the separation of the United Kingdom is completed on 30 March 2019.¨

Update 21.1.2019 UK and Spain have signed a treaty, confirming the continued right, even in case of a no-deal Brexit, for UK residents in Spain to vote and stand for upcoming local elections (May 26) and reciprocally, for Spanish residents in the UK, for the upcoming local elections there (May 2). The deal will still have to go through Parliament, but will be put in place provisionally as soon as the UK leaves the EU.

For the 2019 local elections, being registered on the padrón and having expressed your desire to vote before the 30th of January is enough, for future local elections a continued residency of 3 years will be a requisite for entitlement to vote.
